I think that is because of the angle I took the photo at Roy. If you look real close you can see daylight between the cab and the excavator plus the back of the excavator is curved to allow turning.

Hard to tell in the picture, but if it does rotate on the frame of the truck, surely it would have to have outriggers?

I agree. I didn't see any out riggers and it wouldn't be very stable without them.
