fan to radiator?

You want it far enough away that it will never hit it. The more important thing is fan to shroud. You should have a fan shroud and the leading edge of the fan blades should be inside the shroud.

I know the shrouds can be a pain to get if you don't have one but the fan and shroud are designed to work together.
