Fender Mounted Turn Signal Indicator

I have a 75 Plymouth Scamp /6 225/904/7.25. All of the lights and directionals work except the drivers side fender mounted signal. It had a 194 bulb in it. The owners manual said 168. I tried one of them. I've rotated how they were plugged in. I replaced the connector/pigtail that has the bulb, gasket and conects with a male plug to the regular turn signal. The fender mounted indicator lights up but does not blink. The package with the new pigtail said to use an 1157 bulb (I thought those were bigger).

Any suggestions or advice?

If you have the fuel miser option, those can screw up and cause that light not to work correctly. Otherwise, I would test each light separately to isolate the problem.
 
Thank you Cudamark. Yeah, I recall that fuel miser option and if it has it thats the driver's side fender mounted signal that lights up. I also have a broken ported vacuum switch that is related to the EGR valve, I wonder if that's it.
