First off, I don't think there is a color "R5". It's probably R6, which is scorch red and for some reason is an unknown color on the fender tag decoder above. That fender tag decoder is pretty finicky at times.

D21 - 4 speed
LS23P93xxxxxx - Dodge Dart, Special, hardtop, 340, 1969, built at Jefferson Ave, MI
1st R6 - Scorch Red body color
2nd R6 - Scorch Red roof
P5X - Premium cloth and vinyl bucket seats
X9 - Upper door frame painted black
ECT - error? (should be build date)

G33 -driver's side mirror, manual, chrome
M21 - drip rail mouldings
M25 - wide sill mouldings

car was built in Hamtramck MI or Los Angeles plant

ECT Might be B07 which would be Nov 7 1968 SPD

If you can look at the tags backside, it may give you a better view of the digits
