fender tag?

I am restoring a 69 dart wss this car is all original and unmolested and I can decode the fender tag ok but cant find out what the other tag that is attached is for it has a J & R stamped out on it and is about 3" by 1/2. Any body got any ideas?

It is an inspection tag. There were a lot of different types over the years.
