Noticed it says clips included, but not installed.
Do I need a special tool for this?

No. The seal has holes where the clips go. You just poke them through and install on the hood. My 4-year old neighbor kid could do it.

I might be wrong, but that says it's a Hood to Cowl seal. Not the same as a hood to radiator/core support, but I could be wrong.

Good catch. My mistake. That's the guy I bought my hood to radiator seal from. It was about $20 at a local car show last year. The guy is a nice dude too. Give him a call. He may have it on his website too.
