fuel pump noise

There is a ticking sound coming from my fuel pump. It kind of sounds like when a belt gets wet. I removed the belts and started the car the noise is still there. I removed the fuel pump every thing looks good no wear marks. I put it in a vise and pumped it manually no noise. The engine is a 360 with a double roller timing chain and a new fuel pump eccentric, manual over the counter out of the box fuel pump. Has anybody had this problem? any advise.

Sure it's not a header leak?

i have manifolds on it. I thought the same thing but if i listen to it with a screwdriver handle it sounds like the fuel pump or in that area.
