Harmonic balancer/crank pulley

Is it supposed to look like this or do I need to replace a broken balancer?

I guess it stands to reason why do you ask? if the band between the inner and outer rings is protruding out or excessively dry rotted then I would say replace it as it better safe than sorry. the pulley bolts to the inner ring if you notice a wobble in the pulley it is likely the pulley that is bent and not the balancer if all else is normal, bolts tight etc.

It has a low spot that is pictured then the other side has more material to it.
