1967 dart with power steering and a/c. Need to know on 3 pulley crankshaft does balancer go on first or between other 2 pulleys.

I would ASSUME the three pulleys are AC, alternator/water pump and power steering, right? If so, power steering on the front and AC on the rear.

Install them in any order you want.
He's talkin' pulleys & damper(which is a pulley as well), on a Slanty, so "any ol' which way" don't work here. And being a tight press-fit, He definitely doesn't want to miss attaching the A/C pulley before-hand, for sure...
