Heat ducts on bottom of floor

Hello, when I push in the HEAT button on my '70 Dart, shouldn't air be coming out of the floor vents on the floor (on top of trans. tunnel)?

Instead, air comes out of the AC vents. (my Dart has factory AC, if that helps).

Any tips?
