Help.. broken idle adjustment screw.

Any ideas how I can remove an idle adjustment screw? The previous owner broke the top of the screw off. It's a tiny screw on the front of my front six pack carb. My mechanic friend couldn't get it out.

I'm ready to get a new throttle base plate, but thought I'd ask here first.

If the head broke off the needle is probably seized, can you drill it out with a reverse bit and the drill in reverse? Maybe spray some penetrant in first.
