Help with adjust front fender hight

I am working on a 70 swinger. I need to know how the rear of the front fender hight is adjusted. There is a tab that protrudes from the cowl and a stud on the fender. Does the stud have a nut on top and bottom or does the fender just sit on the cowl tab? Thanx...

The fender should have a 5/16 stud and washer nut you use shims between the fender and cowl tab to set height
