Looking at purchasing a hemi block that is a 73 high nickle block but one cylinder was resleeved due to bore damage. It is a short block should i stay away or is ok to build as a bracket engine 700 to 800hp.

I believe I have seen the short block you are talking about and it seems very well priced. I would say if the repair is done correctly and by a good shop you should be fine. If done correctly it should be stronger in that bore.
That's my 2 cents for what it's worth.

Matt is right.......if it was installed correctly , you have nothing to worry about.
Have the block magged before you plunk down cash for peace of mind if you have any concerns. It isn't that expensive and if the seller has a problem with that , let him keep the block.

I agree. I have 2 sleeves in my x block for years. Sees 8500 rpm every pass, never had any problems
