High idle

I have a 360 crate motor with an M1 single plane and Eddie 650 w/electric choke. The t-housing spung a leak so i removed the housing and had a friend true up the base at his machine shop. The t-housing is installed and leak free.

However, while the housing was off I removed the throttle return spring from the front of the manifold to gain access to clean up residual coolant. After installing the housing and reconnecting the return spring the idle arm won't bottom against the idle screw; it stops about 1/16" from the screw so idle won't drop below 2K. Before removing the spring it idled perfectly at 700 rpm. It's as if spring tension was lost just by removing it. I've bent the return spring to shorten it but it hasn't helped. What could have happened?
