Holley surging after rebuild

Wanted to bounce this off you guys. I decided to swap from a Victor intake to an AirGap on my 360. Was running decent before considering I just took it out of storage after 6-7 years. So while I was swapping intakes, I decided to give the 700 Holley DP a thorough cleaning and rebuild. Just got it all back together & now the carb is surging severely, vacuum is fluctuating & won't stay running under 1500-2000 rpms.

My bud has a theory. I'm running open base gaskets. Have gasket, plate for regulator mounting and another gasket. So there's a decent gap between the carb and the intake divider. Is it possible that signal is now screwed up because of the dual plane intake with those open gaskets not sealing each half of the carb to the intake?
