Horn don't work on 71 Duster

I've tested the horns and they are good, the relay is good, the steering column is grounded.
I believe the steering shaft needs to be grounded thru the bearings , it is not grounded.
Can someone please shed some light on this for me. Thanking you in advance
 
I've never heard of a problem "in the bearings."

The acid test is to separate the column connector which contains the horn wire, and simply ground it. If the horns work, then it's "up in the column."

You could hook an ohmeter to the horn wire when disconnected---the end going up to the column. Hold the horn button down and "wiggle the 'ell" out of the wheel and column. Don't forget that there's a brush connection for the horn button, and that could be bad
 
I had to swap wiring at my relay when i used a 68 engine harness in a 67. The relay would operate, horns tested good, but no honk. the + feed and - (grd) from the column were backwards. It caused all the voltage to drop across the relay coil, once swapped im happily beeping along.
