How I do get in and unscrew this DART decal on the front quarter panels?

With out taking off the panel itself?

I have removed my GT badge from the fender several times. Use correct size wrench and once the nuts are started they should come off with finger tips

DAM, THEY LOOK LIKE RIVETS ON MY COMPUTOR !
 
My 67 has stamped acorn nuts that unscrew. Typically i see them filled with nonhardening putty that squishes out when they are tightened.

You'll have to drill out those blind rivets to take that VIN plate off. I have no idea why you are calling it a "decal" and these other guys think it's a "badge". The picture in the OP shows a VIN plate held on by blind (pop) rivets.
 
Only 66DartSedan knows for sure what part is to be removed, perhaps he can shed some light on this.


My assumptions from the title and the text and the photo is:

"...DART decal" = individual letters OR a single emblem / trim piece with the word DART on it or the like .
"...on the front quarter panel" = on the front fender
"Without taking it off" = don't want to remove the front fender to get at the back side of the emblem
