How loose should they be?

The hood hinges on my 69 Swinger are very loose at the pivot point where the big rivet is. They are so loose that when I close the hood they bow out and rub the fender. I have been in touch with a few guys here and on BBD looking to purchase a set and they are saying the theirs are loose as well. Maybe not as loose as mine. So the question is what kind of play should be in the pivot point at the large rivet? Is there a fix for this type of problem?

They can be loose but when the hood is bolted up it won't/should not move side to side.

Just hammer the rivet a little more to close the gap some. Just don't go so far as to create a drag.
