Idler arm

I am replacing all the front end parts on my 66 Valiant. I cannot seem to find a way to torque the idler arm to 45lbs. I just cannot seem to find the right tool to get to it. I do have all the steering assembled and finger tight. I do have the FSM and am trying to figure this out.
Do I have to dissasemble something to get to it? I also made 2 more mistakes. One I
tightened the lower control arm studs before putting weight on the Did I damage anything
by doing this? I also tightened the strut rods but I was able to back one of them off. I
cannot seem to get the other one loose. It is just turning the whole rod. Am I
damaging anything if I cannot get it loosened up and put weight on it?
Any help is greatly appreicated.
