Idler arm

Good Day all
On my 73 Dart, I noticed that the idler arm fits loose into the k member. Are there shim or spacers that perhaps someone forgot to install?
Should this be a snug fit as you put the idler arm into the k member?

it will get tight when the bolt pulls the k frame together,there is a felt washer that goes in there to keep dirt and dust out

is it a new part? as long as the rubber is good at the sleve were the bolt goes. the k member will stop thighting on the sleve
