Are you sure it's not a tranny issue? Could the valve body be sucking dry under hard braking and then refilling after a few seconds of sitting still? Just trying to offer suggestions. When you had it jacked up did you engage the brakes hard and try spinning the wheels immediately after to see if any wheels where sticking? Also make sure your transmission is engaging all gears properly. I had a similar issue where I had the linkage off slightly and it would seem to slip because it wasn't quite in the drive position all the way. It was only off by maybe a 1/4". As far as the tire spin, I think 1-3 revolutions by hand is fine.
 
Sometimes the rubber brake lines can deteriorate internally, acting like a check valve. Possible the rear line?

On a friends car, he put new rubber lines and thats what happened to him, they would expand and cause all types of problems, he went all hard line and S.S for the flex and no issues
