What tool will allow you to install just the rings in the block to file fit them? I know I need to square them up too. Is it ok to slide the rings in the bore dry? Does it need to be oiled first? Sorry for all the questions, I don't want to scratch up the bores.

i may not be much help but when i filed my rings i did spray the cylinders with wd 40 and then i walked the ring into the bore and squared them and took my reading...when i say walked i mean i put 1 end in the bore and pushed it down until it was in all the way around hope this helps mike

I use a flat top piston to square the ring 1" down the bore, but there is a tool for this. You can use WD-40 in the bore to lube it.
