Is this ok to use

I bought new collars for my 71 steering column to convert it to floor shift. Getting ready to take it apart I noticed that the expanded collapsible area is damaged. Not sure if it happened in storage or while it was in the car. It also has a slight bend to it. Is it still safe to use and install in my car?

should be fine, Its the steering shaft you need to worry about. Pull it out and make sure the shear pin is OK. Also you dint need the entire column to convert to floor shift. You only need the collar up top. It should swap right to your original column.

This is my original column that I was going to use. The rest of the column is fine, it was just this piece that got damaged. That is why I was concerned. Im not sure if this causes an integrity issues and the column will flex or what not.

It was already dented there from the factory for the collapsing function, it just scraped up a little.
It's fine.
