It’s a blower drive service manifold.
Got it from a member in Canada.
Going on my 392 W2, with a 6-71 and 2 750 edelbrock carbs.

Just bought this blower setup off Craigslist, will be selling the Chevy manifold, didn’t buy the heads. Not my garage

You can build a very nice blown daily driver if you keep your cam mild and your carburetion within reason.

When I assembled my blown early Hemi I kept that stuff in moderation...didn't want that noisy, fast idle, bad mannered psuedo top fueler deal.
