I'm getting ready to put my engine back in the car from the bottom up and I was wondering if I can install the steering gear box after the installation ?

Absolutely, this will prevent you from sctraching the inner fender too.

Will I be able install my driver side header before the steering gear box ?
That is hard to say, you might have to work them together by hanging the header and leaving it loose then install the box.

Is there a reason why you don't install the box and headers before everything goes in?

Very tight fit
Most of the time the engine bay is repainted or at least spruced up and tring to install everything at the same time only leads to scratched up paint and headers and busted knuckles.
