Kelsey Hayes Pads ?

I'm a little confused as to how the pads slide back and forth on the 4 piston setup?
With the pad retaining clips in place that are on top of the caliper-it seems as though the pads are locked in place with the pressure of the clips.
Am I missing something here?

Any help would be greatly appreciated!

They are not slider calipers, they are fixed, from what I was told.
So yes the pads are locked into place
