Key buzzer works but no horn

So I have a dilemma. I'm putting my valiant back together after the accident and noticed my horn is not working. Now I don't know if it's a new thing or if it was like that when I got it. (I haven't had a need to use the horn) but interestingly enough the key buzzer works and I benched the horn and it also works. So do you guys think it's grounding issue or something I'm not thinking of. Can It still be a bad relay even if the buzzer works? I don't know. Thank you for your time.
 
Relay can still be bad. Look up in your shop manual what wire color goes to the horn? Many times it is dark green/ red tracer. Put a lamp/ meter on that wire on the relay connector and activate the button. You should be able to hear the relay click. Relay does not need to be mounted / or grounded for this test.

The possibilities:

The horn button is not activating the relay

The relay is not activating because the coil is burned open

The relay is activating (pulling in) but the contacts are bad

The relay is activating but is not getting power to the contact

The relay is activating and contact has power, but contacts are bad

The relay is activating and sending out horn power but the horn power is not getting through the bulkhead connector

Or, "som ting wong"
 

Shortly after posting this I found the problem. I had tried most of those things but it turns out all the horn buttons on the steering wheel had been disconected for some reason??? I guess the person who owned it before me decided they did not need a horn. I did not anticipate that. So now the horn works perfectly. (Morel of the story. Expect the unexpected. If you think "It couldn't possibly be that" check it anyway) On Monday it's off to the inspection. I'll be driving the Valiant again in no time.
