Key code tag help

A friend of mine (who is in no way a car guy) came into this key code tag. I've found a site that says it's mopar but not much else is said. Is it really mopar and does it have any value?

These are the tags that are sent with the new keys for the car when new.When you get the car at the dealer they are supposed to record the tag numbers to the owners manual so if by chance the owner looses the keys(god forbid) you could go the the dealer and get a new set of keys.,The value is not much as these are a 5-10$ item for a person that wants them,problem is how many people want them,mrmopartech
