leaky hose ... tips ?

I want to make sure my heater and radiator hoses remain leak-free without over-tightening. My issue right now is the chrome filler neck on my manifold leaking - got the clamp super tight and it still wont seal (not at the base, around the hose itself). Someone recommended sanding the chrome neck and apply a little gasket sealant ? What type sealant, even if I have to cut the hose off when it comes time ?
 
RTV black and make sure the hose and neck are dry. Clamp, let it sit for 24 hours then fill your radiator.
 
"Bumpy thing", I like that. It's like the inside of yer elbow - what's it called ? RTV will do it, and roughing it up is good advise as chrome's like glass and water will get around easier than cast stuff.
