Low Pedal in 69 Fish

Brake pedal seems much too low on my 69 Barracuda four wheel manual drum brakes. All brake shoes are new. Suggestions, ideas?

Did you replace the master cylinder and if so, did you retain the original push rod?

I have not replaced the master or wheel cylinders.
