Magic "chip" on ebay?

I might get my buddies 02 Saturn SL 1.9 DOHC 5 speed with only 66,000 miles off him just for a cheap commuter car (and until I get my 53 merc pick up done). Im getting the car for about a weekends worth of welding on his 64 impala SS.
I was looking on ebay just to see what goodies there were and found this "magic chip" for about 9 bucks. After reading the feedback Im wonderring if it is just a sugar pill for your car. What the hell is it?
 
I purchased one for a '92 Shadow for $2 to see what they were(if this is the same thing). In the case of the one for the Shadow it was a little resistor that gets installed in the water temp sensor plug. It tricks the computer into thinking the engine is always cold so the timing is advanced and the fuel curve is richer. This was on a circle track car that I tryed this, I didn't want to chance wrecking a computer on a street car. The car actually had better response and did has a little quicker lap times.

Two reasons I would not do it on your car;

(1) I learned a long time ago to leave may driver cars alone. I, being a car guy had to tinker with my driver and before you know it you are getting a little worse mileage and the driveability starts to suffer, so leave it as it is; a nice "A" to "B" car.

(2) I really could care less about this reason because washington state can go to hell on their emission testing but it is something to consider, it will probably make it so the car won't pass the test and you don't need more hassles on getting tags at least for a "driver".

I know it's only $9 but save your money to fix up your Scamp. It won't end with the $9 dollars it will only be the start.

save ur money i got one for a ford ranger it was a little resister in a big box lol whent inline with air tempature sensor made realy no differance to me save ur bucks for the scamp lol..
 
Thats what I was thinking as well. Hell, I dont even have the car yet and I was already looking at cold air intakes and turbos lol. If I get this one and I mention hopping it up you guys need to yell at me and remind me not to do a damn thing to it lol.
