Manifold Heat control Valve

Mine appears to be pretty well stuck in one position, and I fear that is the closed position.

Short of disassembling the entire manifold and sawing this thing out, how do I fix this?

I have tried vise grips, hammering, liquid wrench. It will not budge.

I fear that this is affecting my gas mileage and performance, be that as it may.
 
Have you tired while the manifold is hot? Like an O2 sensor, might be easier to move when it's at temp. Might try a torch and some wax if the PB blaster doesn't work, but I'd be surprised if it didn't, it may take a couple of applications but it should do the trick.
The little round puck should turn counter clockwise ( top of the puck toward the head and bottom away from the head ) to open

Correct me if I'm wrong guys but if it's stuck in the closed position the motor will have no top end right?
