Molding Clips Coating

Anyone know what this is on the back of some molding clips I purchased. Its like a rubber coating but still soft and flexible enough for the clip to be installed. Doesn't feel like a silicon based product but I could be wrong.

Not sure what that product is, but is designed to seal the mount hole for the clip.

Same results can be achieved by using "All Around Auto Body Seam Sealer" 3M makes it.
