I hate it when I know the answer to a question and some one beats me to the punch. I'm going to answer the question anyway and pretend that I didn't see fez440's post.
I do believe the car is a Brazilian Dodge Charger. I like the front with the head lights behind the grill, pretty cool.

Correct, I believed it was a Brazillian Charger. Looks like a 68/69 Dart with the different nose and a slightly mod c pillar. I wanted to stop so I can get a better look but unfortunately I was late to an appointment so had to keep going. Anyhow, it is always cool to see old mopar oversea.

Ok that is prety cool, I did not even know those existed! Looks to me like 67 tailights though.
