Need some more with fasteners

Along the fender top line there are some fasteners that are similar to these

They are metal though and they appear to be attached some how that I can not see to the fender. Any idea what these are and where I might be able to find some?

Are you talking about the J-clips that the fender bolt thread into?

No they are not j clips. The fender actually has a square hole cut into it and there is a fastener flush mounted. It looks like a nut plate but I can not see how they are mounted. They are definitely separate from the sheet metal though.
