New electronic ignition and smoked blue ignition switch wire?

I wired up the ignition on 65 Barracuda according to moparts tech archives. I have voltage at the run side (between 10.5 and 11.5 volts which seems a bit low) when the key is on run and at start side (12 volts) when switched to start. The blue wire from the ignition switch is getting hot enough to smoke a little on the engine compartment side. New ignition switch and all new ignition components. Any ideas?
 
Have you set up the wiring like this.or have you used a 4 terminal ballast resistor? mrmopartech If you have problems in the morning,call me at 450 424 0445 during the day.

I am almost posative that it is wired correctly, like the diagram. 2 wire ballast. I will also check the resistance at the bulk head connector tomorrow. I am getting less than 12 volts on that side of the ballast and everywhere else I am getting 12 plus.
