my new limiter has a ground tab on the back , should i make a ground for it and run to the steering mount where the other ground is?

Not needed, the long L shaped part inserts into the cir board and provides the ground
Not necessary, but more grounds on a car can’t hurt you. Dashboards are sometimes not grounded well.
