No Vaccum??

I just found another problem, and I'm not sure what to do about it.
Anybody that has a 70's Dart, with a /6, knows about the Vaccum canister under the 2 horns on the Pass. side, right? Well,...Only 2 are hooked up. One goes under the car, and one goes to the Carb. the others are just hanging there. There's no vaccum in the canister! What is the problem?

That is the charcoal cannister. The gas tank is vented into this. The charcoal absorbs the gas fumes and when the engine is running it will draw off the absorbed gas.

But do I have to have that can in there?? The reason I'm asking is one of the 3/8 ends on it is broke/melted off. Can I take it off? What will that effect?

No you don't need the can, just plug off the port at the manifold where the hose connects to and you may have to readjust the idle speed slightly. The can was for emissions.
