Yes, the passenger side manual mirror was optional the for 1970 Dart, Dart Custom, Dart Swinger and Dart Swinger 340 as shown in the following image from the 1970 Sales Data Book:
Sales code G31. "E" denotes extra cost option.

I hope its better than the ones in our cuda lol. Cool looking but damn near useless. Dad even bought one of them stick on convex ones from Can Tire, didn't help lol
I added one to my 72 and it’s useless. If i could do it over, I wouldn’t add it.
If you are making new holes in the right door for a mirror, research it's OEM placement first. May not be mirror image of left door placement. Better plan is hold the mirror to the door and hunt a usable position. A small difference no one will notice. .

Funny story. After restoring my 69 Barracuda the first time (I've had it almost 40 years), I bet I looked over to the right to look into the non-existent passenger side door mirror a zillion times. after a few years, I finally gave in and bought a mirror. We become creatures of habit.Excellent! Thank you for this, I will feel so much better putting one on

I totally agree! I constantly look to the right for a mirror but its not there
I left it on, kind of a tribute to Dad. The stick on takes up about 95% of orig mirror.
