portland engine machining

hi i got a 360 that i tore down to the block and i got a few questions.
1. its bored .030" over and the bore looks good just a little discoloration from carbon. should i bore and hone it to .040" over, just hone it, or neither?
2. is $192 for boring average? that's the only price i could find for my area.
3. does anyone know a good machining shop in the Portland OR?

Isn't there Gray's automotive in Tigard or McMinnville?
They seem to have a certain reputation from what i read.

I'm using portland engine rebuilders . Ted is helping me . VERY nice people talking a little bit to long, but seems to be good work so far. They have been there like 40 years or so.
