power steering issues

I just installed in my 71 duster a new power steering gearbox and it is very stiff and tough to turn with, any suggestions?

Sounds like the pump may not be working.
Any noises?
Fluid in it? (have to ask just in case)

Belt tight, air in the line maybe.

Does it 'growl' when you turn?

It's been a long time since I've worked on P/S, but I vaguely remember an adjusting screw on the box that adjusts the firmness. Maybe back it off and make it a little looser if so.
