Power steering pump

I have 1967 dart slant 6. Put new seals in pump. Reinstalled and now has noise and no power steering. Any thought.

Air in the system maybe. Back and forth between the stops for a couple of cycles then check the fluid again.

When you re-installed the pulley (press fit) did you support the rear of the shaft with the can off?

I had a friend install seals. Don’t know if he did or not. Will ask.
