Qtr windows, sail panels

I have a 74 duster and the rear sail panels and pop out windows are removed from the car. Which goes in first the windows or the sail panel? When they removed them they broke both sail panels at the pop out window release. If the panels go in first how do you get to the rear screw for the window?

Put the windows in first. Open the window and put the sail panels in.

I put the new seals in the quarter windows today so I will give it a shot tomorrow. Seems the problem the body shop had was the bracket for the latch that is attached to the window frame. Thanks
