yeah.. i believe that's a chevy some of their external balanced stuff has a huge weight like that on the crank.. so i think someone is trying to do home balancing..
And it works? Looks awfully rough, and I'd hate to see those welds break.Externally balanced

i'm sure it worked for a few minutes.. thing is, the density of the steel they used to make that weight as very little chance of matching the stock crank material.. so it would never be near even close anyway
