restoring factory chrome valve covers help needed

Hello guys
I just had a question regarding factory chrome covers. Well Im still looking for some chrome covers but everyone I do find has the wiring hareness tabs broken of the passenger side cover. I see on ebay they sell the tabs. Question is if you weldl on new tabs is there anyway to get the rubber back on the tabs once the covers are rechromed?

They sell a rubber product for hand tools where you basically dip......say the handles of a set of plyers........into the product and let it dry. It puts a rubber coating on the handles for user comfort. I would imagine you could simply paint this rubber product onto the tabs with a brush to simulate the original coating. The product comes in colors as well as black.
Do a Google search for it and maybe it'll turn up. I cannot remember the name of the stuff.
