Salvage titles

It is this story I am talking about , Where the "person" who possessed the stolen car attempted to get a salvage title by letting a storage bill go into default. The storage company contacted the owner of the car, but before the real owner could get their car from the storage lot the person who put it in there paid it off and got it out. The owner eventually got their car back, but not before the "Person" stripped it. I would just be wary of a salvage title on a car that is in good shape.


As aggravating as this was to watch, and knowing that the statute of limitations had run out, why didn't they arrest the thief for taking the car out of the storage lot? [Possession of stolen property]. The real owner possessed the last registered title. What proof did the thief have that he was the owner?
Did anyone else notice that the thief was a high roller?

CT requires a vin verification check when an out of state vehicle gets registered in CT. A decade or two ago a friend and his friend rode down to the motor vehicle dept. to register their bikes. Both bikes were from out of state. Both bikes had the correct paperwork and matching vin numbers. One bike got registered. The other bike [Harley] had a transmission serial number which showed up on the hot sheet. The cop/inspector apologized and then handcuffed the Harley want-to-be owner and took him to the station. Bummer.
