I thought when there is a ban the person is banned through there ip account so it's harder to resign. Maybe I'm wrong?


You could always log in from a school or library for a different ip address....
 
So with all this information on him apparently even including his address and contact info, why hasn't this been forced on his local PD.? Or has it?
If it has and they are not doing anything about it, then get ahold of his state district attorney make them follow up on him.
Or, go to your local courts and personally file charges against him.
If he doesn't show for court, possibly a lein can be filed against that house for sale (If it's his)

Just because someone does not live locally doesn't mean that can commit a crime and get away with it.
PD's don't like to have to deal with these kinds of things, but in the end they pretty much have to. (Even if you have to force it through other avenue's) like his own State's Attorney's Office)
