Seat Belt/Shoulder Belt Question?

Did a bit of searching around and I cant seem to find a solid answer, maybe somebody here can enlighten me. What I am trying to find out is what year were shoulder belts required equiptment in full size trucks in the US?

The reason I am trying to figure this out is that I got into a little dissagreement with the rent a cop gate gaurd on my way to start a 12hr shift at work this morning. I occasionally drive my rust bucket '73 Chevy 4x4 dumprunner to work just to run it and keep it going. Gaurd gave me a big hassle today telling me that a shoulder belt is required in the truck and threatens to turn me around and not let me in as I "do not have proper safety equiptment in place and it is illegal to modify safety equipment, blah blah blah....". To me this is total B.S. as the truck has NEVER had shoulder belts, ever. The best part is there isnt even any place to bolt them in on the b pillar if I wanted to just a blank piece of trim. I know this shouldnt piss me off so much, just the tired and frustarted ramblings brounght on by working so much I guess.
 
No, its not a rant. Honest statement about the over reach of a Barney Fife wanna be. I probably would of made some smart *** comment about how in the hell does he know. If I had the time I would research it and if it wasn't mandatory I would shove it in his face the next time, or gone over his head to his boss to get 'Barney' to back off.
 
Passenger cars got them as of Jan 1, 1968. Light trucks didn't require them until sometime in the mid '70's. I think manufactures stated phasing them in around '75-76.
