second fender tag question

I bought a 71 duster last weekend and it has a second much smaller fender tag. It has the standard size fender tag but it also has a smaller tag with the # 25 stamped with what looks like a p stamped in the middle of the 25. Anyone else seen this before? The car has lots of options but I have never seen this.

Post a picture of it. It may be an inspectors tag.

Here's how is was on the car. Haven't cleaned it up yet. It has the number 25 stamped with what looks like a P stamped in the middle of the 25.

Most of those got discarded, clean it up, best you can, to preserve it, the triangular punch holes still look crisp.
