727 tranny with shift kit/440 engine, at full throttle won't shift to 3rd unless I back off on throttle, adjustments don't change anything
 

Sounds like the one I got from Cope. Same issue. The shuttle valve was disabled. Took parts from a spare VB to resolve.
 
What you describe is not uncommon.

You’ll likely need to increase the weight of the inner governor weight. That will lower the shift rpm for both 1-2 and 2-3 shift points. Then you’ll probably need to increase the spring rate on the 1-2 shift valve.
 
At wide-open throttle (WOT), upshifts depend on a balance between:
⦁ Governor pressure (rises with vehicle speed)
⦁ Throttle pressure (kickdown pressure) (rises with throttle opening)
⦁ Line pressure (the base system pressure)
The shift valve only moves to upshift when governor pressure exceeds throttle pressure.
If the shift kit increased throttle/line pressure too much, governor pressure can’t overcome it — so no 2–3 shift until you lift off the throttle and drop throttle pressure suddenly.

Before the forum can help you troubleshoot, you'll need to give more info. Did it ever work right for you? Anything else changed from stock drivetrain on the car? Rear gears? Carburetor? Even tire size can affect things
 
it shifted great, then I had to change the cam (bad cam lobe) and after that is when the shift problem started. Had a shop do the work. Tranny shop tried adjusting but nothing changed
 
ok, that is helpful. No real change in the car setup between working and not working. Was working ok after the shift kit but not anymore.
You say that the shop tried adjusting. Did they just adjust the linkage at the carburetor or did they drop the pan and lower the pressure adjustment in the valve body? Or something else?
Dumb question perhaps but did you check the fluid level with the car in Neutral and warmed up? Low fluid will cause what you're seeing.
It is possible that the governor is sticking in the bore. Sounds like you're already working with a shop. The trans shop could put pressure gauges to it and verify things using the FSM up on mymopar which would validate a sticking governor.
 
Disconnect the kickdown and drive up the street and back ( short drive) if you notice a difference then there is your problem. I just went through this with my new 46rh and thought I had the linkage adjustment correct. Nope ….

Do you have a spring on the trany lever to pull it back ?

Since you had the intake off it’s probably the issue.

He only tried adjusting linkage and told me it probably needed a new shift kit! $$. Going to take it to a different guy that's more knowledgeable and honest! Thanks for all the info everyone.

I thought I had slack in my kickdown cable but obviously not enough . Factory hard linkage is easier to tell but it’s worth a few minutes of effort .
